Aging & Long Term Care is currently working on the 2027 – 2030 Area Plan development process!

Aging & Long Term Care of Eastern Washington (ALTCEW) is the local Area Agency on Aging (AAA) for Spokane, Whitman, Ferry, Pend Oreille, and Stevens counties. We pursue the development of services and support for older adults and people in need of long-term care. Every four years all Area Agency’s on Aging around the country are required to develop an Area Plan.

An Area Plan outlines the course each agency plans to follow as they seek to create an age-friendly community. The plan provides an overview of the community needs assessment process, presents relevant demographic trends, and identifies the major goals and objectives to be achieved. The Area Plan is revised every four years with the next plan cycle, 2027-2030, currently being written.

Prior to the Area Plan being submitted to the Home and Community Living Administration, a Public Hearing and 30-Day public comment period are held to offer additional opportunity for community feedback.

The Public Hearing for the 2027-2030 Area Plan is scheduled for:

The 2027 – 2030 Process:

  • Focus groups were held September through December, 2025. These were held in conjunction with partners and contractors in Aging & Long Term Care’s service region.
  • A survey was distributed to agencies, organizations, and the community.
  • Six community feedback forums were held in Spokane County, Whitman County, and the Tri-Counties in March of 2026.
  • ALTCEW is holding a public hearing on June 16th and seeking comments on the proposed plan from June 5th, until July 5th, 2026.
  • The ALTCEW Advisory Council will review and approve an overview of the proposed 2027 – 2030 Area Plan for public review.
  • The ALTCEW Governing Board will review and approve the proposed 2027 – 2030 Area Plan following.
  • A final draft will be submitted to the Washington State Unit on Aging for review.
