Area Plan

Aging & Long Term Care of Eastern Washington (ALTCEW) is the local Area Agency on Aging (AAA) for Spokane, Whitman, Ferry, Pend Oreille, and Stevens counties. As an AAA, we pursue the development of services and supports for older adults and people in need of long-term care.

Every four years all Disability Services and other Area Agencies on Aging around the country are required to develop an Area Plan. This outlines the course each agency plans to follow as they seek to create an age-friendly community. The plan provides an overview of how the agency plans to prioritize services and distribute funding, outlines budget information and available services, presents relevant demographic trends, and identifies the major goals and objectives to be achieved. This is revised every four years and updated every two. The final plan is submitted to the Aging and Long Term Support Administration.

Prior to any Area Plan updates, Aging & Long Term Care holds public hearings to gather input on proposed changes. At these hearings, ALTCEW presents the proposed budget for the following calendar year, changes to service prioritization, and any other changes to the Area Plan.

Aging & Long Term Care, 2024 –  2027 Area Plan

The 2024 – 2027 Area Plan Process:
  • Focus groups were held on March 30th, April 10th, April 12th, April 27th, May 11th, and May 19th, 2023. These were held in conjunction with senior and community centers in Aging & Long Term Care’s service region.
  • An Area Plan survey was distributed to agencies, organizations, and the community in June 2023.
  • Three public hearings were held for the Area Plan public review in Spokane County, Whitman County, and the Tri-Counties on July 7th, July 10th, and July 12th, 2023.
  • ALTCEW sought comments on the proposed Area Plan from June 1st, until July 21st, 2023.
  • The ALTCEW Advisory Council reviewed and approved an overview of the proposed 2024 – 2027 Area Plan for public review on July 28th, 2023.
  • The ALTCEW Governing Board reviewed and approved the proposed 2024 – 2027 Area Plan on August 11th, 2023.
  • A final draft of the 2024 – 2027 Area Plan was submitted on November 1, 2023 to the Washington State Unit on Aging and was accepted for review.
