Contracting Service Opportunities

REQUEST FOR PROPOSALS – RFI/RFP/RFQ

ALTCEW publishes Requests for Proposals annually for programs funded by the Washington State Senior Citizens Services Act, Titles III-B, III-C, III-D, III-E and Elder Abuse of the Older Americans Act and State General Funds. ALTCEW contracts for services in a four-year cycle. The initial contract period may be extended with annual contract extensions for up to an additional three (3) years by mutual agreement of both parties.

Contract extensions are subject to:

  • the availability of funding;
  • the continued high priority of need for a specific service and method of service delivery;
  • satisfactory contract performance during the prior period of operation;
  • the willingness of a service provider to accept a contract for the contract period; and
  • mutual agreement between ALTCEW and a service provider on contractual provisions, including compensation for the term of the contract period.

If interested in receiving notification for when Request for Intent (RFI) or Request for Qualifications (RFQ) are released, please email action@altcew.org and request to be added to our procurement distribution list.

*2025 Request for Proposals and Contract Extensions will be available here on August 1, 2024

Contracted Service Providers – Current Contract Opportunities for Home Care Agencies and Waiver Services

Paid under Medicaid programs, ALTCEW sub-contracts with local providers to deliver a range of services to older adults, and adults with disabilities.

Common Questions:

  • What are the rates for contractors?
    DSHS determines Medicaid service rates, which are posted here:
    https://www.dshs.wa.gov/altsa/management-services-division/office-rates-management
  • How does service delivery work for Medicaid contractors:
    Eligible clients may choose to receive services from any qualified and contracted provider of a particular service. Case managers will make a referral to the provider to start service and create a payment authorization via the state’s ProviderOne System. Providers do not determine eligibility for services but respond to referrals.

Medicaid Service Provider Opportunities:

If you’d like to become one of our Medicaid-funded providers—such as a Home Care Agency, Pest Control Provider, Moving Company, or Home Cleaning Service—please see the entire list of services, applications, and sample contracts on ALTSA’s Information for Potential Medicaid Contractors page.

Applications are accepted at any time for our five-county region. Completed application packets and supporting documents can be emailed to MedicaidContracts@altcew.org or sent to:
