REQUEST FOR PROPOSALS (RFP)

ALTCEW has a competitive bid process and publishes Request for Proposals annually for programs funded by the Washington State Senior Citizens Services Act, Older Americans Act (Titles III-B, III-C, III-D, III-E and Elder Abuse), and State General Funds. Programs include Adult Day Services, Bathing Assistance/Limited Home Care, Community Living Connections, Family Caregiver Support Program, Kinship Caregiver Support Program, Kinship Navigator Program, Long Term Care Ombudsman, Medicaid Transformation Project, Minor Home Repair, Senior Nutrition, Senior Transportation, and TXIX Case Management.

ALTCEW contracts for services in a four-year cycle. The initial contract period may be extended with annual contract extensions for up to an additional three (3) years by mutual agreement of both parties. Contract extensions are subject to the availability of funding; the continued high priority of need for a specific service and method of service delivery; satisfactory contract performance during the prior period of operation; the willingness of a service provider to accept a contract for the contract period; and mutual agreement between ALTCEW and a service provider on contractual provisions, including compensation for the term of the contract period.

Request for Intent (RFI) and Request for Qualifications (RFQ)

ALTCEW publishes a Request for Intent (RFI) and Request for Qualifications (RFQ) as business needs dictate. These opportunities may be funded by grants awarded to ALTCEW or other special funds. The RFI or RFQ may be for a special project or for a specific business need. Contracts are issued for a set period of time, as determined by the grant or project.

Contracted Service Providers – Open Procurement

Home Care Agencies and Waiver Services

ALTCEW has an open procurement process for contracted service providers and vendors that serve clients who are eligible for Medicaid long-term services and supports. Examples of services include Home Care Agencies, Adult Day Services, Behavioral Support Services (Consultation, Technical Assistance, and Counseling), Client Training, Community Choice Guide, Community Transition or Sustainability Services, Environmental Modifications, Home Delivered Meals, Housework and Errands, Personal Emergency Response Systems, Skilled Nursing, Transportation Services, Wellness Programs and Activity (Massage, Acupuncture, Chiropractic, Wellness, Fitness, and Exercise), Yardwork and Snow Removal.

Providers do not determine eligibility, and all services must be authorized by appropriate ALTCEW/subcontracted case management staff, and/or DSHS Home and Community Services case management staff. Service authorizations and payment for claims are completed through the Health Care Authority’s ProviderOne payment system.

  • What are the rates for contractors?
    DSHS determines Medicaid service rates, which are posted here:

  • How does service delivery work for Medicaid contractors?
    Eligible clients may choose to receive services from any qualified and contracted provider of a particular service. Case managers will make a referral to the provider to start service and create a payment authorization via the state’s ProviderOne System. Providers do not determine eligibility for services but respond to referrals.
